I am fairly confident the huge solid panel blocking the dome was not part of Wright's original design. This just doesn't sound like something Wright would do. I'm not sure why it got covered, as we did not have a tour guide, but it could have been part of the construction of the "steeple of light" Wright envisioned. In December, 1994, the dedication took place for the steeple of light.
